Evropska državljanska pobuda: »Ustavite mučenje in nečloveško ravnanje na evropskih mejah« / European Citizens' Initiative: "Stop torture and inhuman treatment at Europe's borders"
Evropska državljanska pobuda z naslovom "Člen 4: Ustavite mučenje in nečloveško ravnanje na evropskih mejah" je začela fazo zbiranja podpisov. Od 10. julija pobudniki skupaj z evropsko civilno družbo, ki se je v prvih mesecih leta 2023 zbrala okoli združenja Ustavimo nasilje na mejah (Stop Border Violence), zbirajo podpise v podporo pobudi pri Evropski komisiji. V enem letu (od julija 2023 do julija 2024) je namen zbrati milijon podpisov, pri čemer mora biti minimalna kvota dosežena v vsaj sedmih evropskih državah.
Z evropsko državljansko pobudo bomo pozvali Evropsko komisijo, naj sprejme ustrezne regulativne instrumente za učinkovito izvajanje tega, kar je zapisano v 4. členu Listine EU o temeljnih pravicah, ki pravi: "Nihče ne sme biti podvržen mučenju ali nečloveškemu in ponižujočemu ravnanju". Zato pozivamo k prepovedi uporabe vseh oblik nasilja pri upravljanju migracijskih tokov in nadzoru meja EU ter v tretjih državah (npr. v Libiji in Turčiji). Te so z evropskimi institucijami ali državami članicami podpisale sporazume o omejevanju migracij.
Menimo, da je ta evropska državljanska pobuda priložnost, da se migracijska politika EU vrne v ustrezen pravni okvir. Pozivamo državljane, naj bodo posamezniki ali združeni v katero koli obliko združenja, da se pridružijo tej pobudi in prispevajo k njenemu uspehu, najprej tako, da jo podpišejo, nato pa njeno vsebino razširijo v svojih lokalnih skupnostih. Podpise bomo zbirali v digitalni obliki prek povezave (https://eci.ec.europa.eu/032/public/#/screen/home) in prek podpisov zbranih na papirju. European Citizens' Initiative: "Stop torture and inhuman treatment at Europe's borders"
The European Citizens' Initiative "Article 4: Stop torture and inhuman treatment at Europe's borders" has launched its signature collection phase. Since 10 July, the initiators, together with European civil society, organised in the first months of 2023 around Stop Border Violence, have been collecting signatures in support of the initiative from the European Commission. The aim is to collect one million signatures in one year (from July 2023 to July 2024), with a minimum quota of at least seven European countries.
The European Citizens' Initiative will call on the European Commission to adopt the appropriate regulatory instruments to effectively implement what is enshrined in Article 4 of the EU Charter of Fundamental Rights, which says: "No one shall be subjected to torture or to inhuman and degrading treatment". We therefore call for a ban on the use of all forms of violence in the management of migration flows and the control of EU borders and in third countries (e.g. Libya and Turkey), which have signed agreements with European institutions or Member States to restrict migration.
We believe that this European Citizens' Initiative is an opportunity to bring EU migration policy back into its proper legal framework. We call on citizens, whether as individuals or in any form of association, to join this initiative and contribute to its success, first by signing it and then by disseminating its content in their local communities.
