Stanovanjske razmere v Sloveniji so vse bolj zaskrbljujoče. Po uradnih podatkih mora enočlansko gospodinjstvo za kritje najemnine nameniti kar 52 % svojega dohodka. Najemni trg je neurejen, predrag in za mnoge nedosegljiv, medtem ko javnih stanovanj – bodisi neprofitnih bodisi za stroškovni najem – kronično primanjkuje.

Po podatkih Ministrstva za notranje zadeve je oktobra 2024 imelo veljavna dovoljenja za stalno ali začasno bivanje 248.344 oseb. Migrantski delavci, ki predstavljajo 16 % delovne sile med približno milijon aktivno zaposlenimi, pomembno prispevajo k delovanju in razvoju družbe.

Kljub temu se tudi migranti pogosto soočajo z izrazito neenakimi možnostmi na stanovanjskem področju.

Raziskava iniciative Najemniški SOS in Kulturnega društva Gmajna je pokazala, da se soočajo z:

  • bivanjem v prenatrpanih in neustreznih stanovanjih,

  • previsokimi najemninami in stroški, ki presegajo njihove zmožnosti,

  • diskriminacijo zaradi porekla, barve kože ali drugih okoliščin,

  • ovirami pri iskanju stanovanj zaradi jezikovnih težav,

  • nizkimi prihodki in finančno negotovostjo.

Med drugim je težava tudi v tem, da migranti z dovoljenjem za stalno bivanje, ki v Sloveniji živijo in delajo že desetletja, nimajo možnosti zaprositi za neprofitno ali javno najemno stanovanje. Edina izjema so stanovanja Stanovanjskega sklada RS s stroškovnim najemom (okoli 10+ EUR/m²), ki pa jih, nikakor ni dovolj, glede na potrebe. Obenem pa stroškovni najem sam po sebi predstavlja občuten finančni zalogaj.

Stiske mnogih migrantov so nevidne, vendar še kako resnične. Skupščina je priložnost, da osvetlimo to problematiko, odpremo prostor za dialog in poiščemo rešitve.

Program skupščine:

  1. Predstavitve in razprava:
    Govorci bodo predstavili prizadevanja za izboljšanje razmer, izzive migrantov in delili osebne zgodbe. Udeleženci boste lahko postavljali vprašanja in podajali svoje predloge.

  2. Iskanje rešitev:
    Skupaj bomo oblikovali konkretne predloge za izboljšanje stanovanjske politike in razpravljali o akcijah, ki bi spodbudile odločevalce k nujnim spremembam.

Na dogodek smo povabili predstavnike Ministrstva za solidarno prihodnost in Mestne občine Ljubljana, da skupaj z nami poiščejo rešitve za pravičnejšo stanovanjsko politiko.

Migrantska skupnost se pridružuje iniciativam za izboljšanje stanovanjske politike, saj se zaveda, da bi morala biti pravica do dostojnega bivanja dostopna vsem, ki živijo v stanovanjski stiski.

Stanovanje ni privilegij, temveč pravica! Ne smemo dopuščati diskriminacije in nevzdržnih najemnin. Zahtevamo dostopna in pravična stanovanja za vse!

Skupščino organizirata Kulturno društvo Gmajna in Infokolpa, aktivni v iniciativi Stanovanjski blok.

Public Assembly: Housing for All - Housing Challenges of Migrants 

We kindly invite you to the assembly Housing for All, which will take place on Wednesday, December 4, 2024, at 5 PM, at the venue Edvard, Igriška ulica 5, Ljubljana.

The housing situation in Slovenia is becoming increasingly worrying. According to official data, a one-person household has to spend as much as 52% of its income to cover rent. The rental market is unregulated, too expensive and out of reach for many, while there is also a chronic shortage of public housing. 

According to data from the Ministry of the Interior, 248,344 people held valid permits for permanent or temporary residence as of October 2024. Migrant workers, who make up 16% of the workforce among approximately one million actively employed individuals, play a significant role in supporting and advancing society.

Despite this, migrants often face significantly unequal housing opportunities.

A study by the initiative Najemniški SOS and Kulturno društvo Gmajna showed that they face challenges such as:

  • Living in overcrowded and inadequate housing,
  • Excessively high rent and costs that exceed their financial capacity,
  • Discrimination based on origin, skin colour, or other circumstances,
  • Barriers to finding housing due to language difficulties,
  • Low income and financial insecurity.

One of the issues is also that migrants with permanent residence permits, who have lived and worked in Slovenia for decades, are unable to apply for non-profit or public rental housing. The only exception is housing provided by the Housing Fund of the Republic of Slovenia with cost-based rents (approximately 10+ EUR/m²), which remains insufficient to meet the demand. Moreover, the cost-based rent itself represents a substantial financial burden.

The struggles of many migrants are invisible, but very real. This Assembly is an opportunity to shed light on these issues, open a space for dialogue and find solutions.

Agenda of the Assembly:

1. Presentations and Discussion:
Speakers will present efforts to improve the situation, the challenges faced by migrants, and share personal stories. Participants will have the opportunity to ask questions and offer their suggestions.

2. Finding Solutions:
Together, we will develop concrete proposals for improving housing policy and discuss actions that could encourage decision-makers to implement urgent changes.

We have invited representatives from the Ministry of Solidarity-Based Future and the Municipality of Ljubljana to join us in finding solutions for a fairer housing policy.  

The migrant community supports initiatives to improve the housing policy as it recognizes that the right to decent living conditions should be accessible to everyone experiencing housing distress.

Housing is not a privilege, but a right! We must not tolerate discrimination and unaffordable rents. We demand accessible and fair housing for everyone!

The assembly is organised by Kulturno društvo Gmajna and Infokolpa, both actively engaged in the Stanovanjski blok initiative.
